Stephen C. Fogleman has been with the firm since 2006 and is its Managing Attorney.

Mr. Fogleman’s background includes legislative and administrative law at the federal and state level. He has represented clients before Congressional committees, the Department of Justice, the Internal Revenue Service, The Federal Trade Commission, the Food and Drug Administration and the Drug Enforcement Administration. He worked extensively the areas of gaming and health care law. He also has experience in managing state level legislative and regulatory matters.

Mr. Fogleman has significant history of successful leadership, management and public service.  During the Vietnam War he served as a rifle platoon commander and tactical aerial observer in the USMC.  He later became a hearing officer for the joint Presidential and Congressional Commission on the Review of the National Policy toward Gambling.  He also served in various leadership positions among VMI alumni supporting the multi-year single sex litigation regarding publicly funded schools; was appointed Executive Director of the Congressional Commission on Military Training and Gender-Related Issues; and was appointed by Governors Allen and Gilmore to serve ten years on the Virginia State Lottery Board, acting as its Chairman from 2001-2003.

Mr. Fogleman has also served on the boards of the VMI Alumni Association in Lexington, VA where he was elected its President; Boys’ Home, Inc., a residential care facility for boys in Covington, VA; and is presently on the board of the Rockingham Group in Harrisonburg, VA.

He is a member of the Virginia State Bar and the DC Bar.

Mr. Fogleman graduated from the Virginia Military Institute with a B.A in English in 1971. He earned an M.B.A. from the Darden Graduate School of Business Administration, University of Virginia, in 1977 and received his J.D. from the George Mason School of Law in 1982.
